Riddle me this: Why are legislators ignoring tires?

Congressmen don't seem to know a lot about tires. At least the Associated Press and the editor of Modern Tire Dealer think so.

That was never more apparent than in recent coverage of bills from state legislators across the country. Some have put higher speed limits into place. One is trying to fight dangerously snowy mountain conditions with a spoon instead of a shovel.

What were the legislators thinking (or not thinking) with these bills? And how do tires come into play?
