Duties on consumer tires imported from China are not a done deal. The U.S. International Trade Commission (ITC) still has to determine if they ultimately will be implemented.
What exactly is the responsibility of the ITC at this juncture, anyway? Can the ITC overrule the U.S. Department of Commerce's earlier decisions, which include the determination of specific duties?
