Wanli Tire, Berjaya Plan $320 Million Tire Plant in Malaysia

The joint venture plant will produce truck and bus radial tires and passenger car radial tires and will serve as an export hub within Wanli Tire’s global manufacturing network.

Wanli Tire Co. Ltd. and Berjaya Property have signed a joint venture agreement to build a $320 million tire manufacturing plant in Malaysia.

The facility, which will be called the High-Performance Eco-Friendly Rubber Tire Production Base, will be located in Bukit Tagar, Selangor, and will span approximately 67.9 acres.

The plant is expected to have annual production capacity of 1.2 million truck and bus radial tires and 5 million passenger car radial tires, according to Wanli officials.

Wanli Tire is a subsidiary of Guangzhou Industrial Investment Holdings Group Co. Ltd. Berjaya Property is a subsidiary of Berjaya Corp.

Company officials say the new plant will position Malaysia as a strategic manufacturing and export hub within Wanli Tire’s global production network. The project is expected to create more than 1,000 jobs in Malaysia and support local workforce development through skills training and skills enhancement programs.

The investment comes as tire manufacturers continue to expand and diversify production footprints across Southeast Asia. For Chinese tire manufacturers, overseas production has become increasingly important as global tire markets remain shaped by tariffs, trade actions, regional supply chain strategies and demand for more flexible manufacturing networks.

Guangzhou Industrial Investment Holdings Group officials say the Malaysia project represents a major step in the group’s ASEAN expansion strategy, moving from a “single-point breakthrough” to a “multi-hub coordinated” framework.

Wang Fuzhu, deputy chairman and general manager of Guangzhou Industrial Investment Holdings Group, says Malaysia’s industrial base and shipping network make it a strategic location for the company to deepen its presence in Southeast Asia and reach global markets.

He says the partnership will combine Guangzhou Industrial Investment Holdings Group’s technological expertise in areas such as new energy vehicle tires and automotive electronics with Berjaya Group’s local resources and market channels.

Tan Sri Dato’ Seri Vincent Tan Chee Yioun, founder and advisor of Berjaya Corp., says the partnership reflects Chinese companies’ confidence in Malaysia’s economic fundamentals, strategic location and growth potential.

“We are confident this partnership will create meaningful economic opportunities, generate high-skilled employment and deliver long-term value for both countries,” he says.

Syed Ali Shahul Hameed, CEO of Berjaya Property, says Berjaya’s development capabilities, business network and experience across multiple industries will support the joint venture.

“Combined with Wanli Tire’s advanced R&D and manufacturing capabilities, we are confident that this collaboration will drive sustainable development and create lasting value for our stakeholders and the wider economy,” he says.

Cao Xiandong, chairman of Wanli Tire and deputy general manager of Guangzhou Industrial Investment Holdings Group, says the company has received strong support from stakeholders in China and Malaysia and remains committed to building its presence in Malaysia.

“Looking ahead, we will continue to support Wanli Tire in deepening local operations and jointly build a future-ready, industry-leading flagship plant,” he says.

Wanli Tire currently operates production bases in Conghua, Hefei and Cambodia. The company says it has annual manufacturing capacity of approximately 36 million passenger car radial tires and 3 million truck and bus radial tires.
